The legal limit: Article 344 of the Turkish Code of Obligations
Under Article 344 of Turkish Code of Obligations No. 6098 (TBK), the rent increase for a renewed lease year may not exceed the 12-month average change in the consumer price index (TÜFE) for the previous lease year. The rule covers both residential and commercial leases. A higher rate written in the contract cannot override it, though landlord and tenant may agree on less — which is why the tool shows the result as a maximum.
Current rates in 2026
According to the latest TÜİK data, the 12-month average CPI change for September 2026 is 31.49% — the maximum increase for leases renewing in October 2026. August 2026 was 31.79% (September renewals) and January 2026 was 33.98% (February renewals). For example, a 20,000 TRY rent renewing in October 2026 can rise by at most 6,298 TRY to 26,298 TRY. TÜİK publishes the figure on the 3rd of each month at 10:00 (next business day at weekends), and the table is updated regularly.
Is the 25% cap still in force?
No. A temporary 25% cap applied to residential rents from 11 June 2022 to 1 July 2024 and has expired. In 2026 there is no statutory cap for homes other than the TBK 344 CPI limit. For past renewals within that period, the calculator applies the 25% cap automatically and says so.
Expats, landlords abroad and 5-year tenancies
Foreign tenants in Istanbul, Antalya or Izmir and diaspora owners renting out a flat in Turkey can use the tool to check a renewal demand or set a lawful increase. Note that once a tenancy passes five years — and every five years after — a court can reset the rent to market level on an equitable basis (kira tespit davası), and the CPI limit is then not binding. Seek legal advice in that case.
