How Turkish plate codes were assigned
The two digits at the start of a Turkish number plate identify the province where the vehicle is registered. Codes 01 to 67 were given to the provinces in alphabetical order at the time: 01 Adana, 06 Ankara, 34 Istanbul, 35 Izmir and so on. Provinces created later received the next free numbers in order of creation, from 68 Aksaray to 81 Düzce. That is why Aksaray, Karaman, Kırıkkale, Batman, Şırnak, Bartın, Ardahan, Iğdır, Yalova, Karabük, Kilis, Osmaniye and Düzce sit outside the alphabetical sequence.
What the table shows

Istanbul has two area codes, 212 for the European side and 216 for the Asian side. Reading a Turkish number plate
After the province code comes a group of one to three letters and a serial number, e.g. 34 ABC 123. The letter series is distributed within the province by the registering office and does not reveal anything about the owner. Rental cars in tourist areas such as Antalya (07) or Muğla (48) often carry plates from where the rental company is based, so the code shows the place of registration, not necessarily where the car is driven.
